A Ukrainian farmer may have land, equipment, experience, and a promising harvest\u2014but lack sufficient funds to purchase seeds, fertilizers, fuel, or crop protection products on time. At this very moment, even a strong farm hits a financial ceiling. <\/p>\n\n
Can future agricultural production help break through that ceiling?<\/p>\n\n
Activitis, within the WEAGRO ecosystem, has launched a pilot of the financial agrarian note using a real farm as a case study. The team is going through the complete process: from analyzing financing needs and preparing documentation to issuing the agrarian note, registering it in the depository system, and actually receiving the funds. <\/p>\n\n
The pilot is being implemented with advisory support from IFC under the Project “Development of Agrarian Notes in Ukraine Based on Fintech Solutions,” supported by the Swiss Confederation, and in partnership with the National Depository of Ukraine, which operates the Agrarian Notes Register.<\/p>\n\n
The Agrarian Note Is Not Just Another Document<\/strong><\/h2>\n\n
An agrarian note is a non-emission security that certifies an agricultural producer’s unconditional obligation to deliver agricultural products or pay a specified sum to the creditor. Fulfillment of this obligation is secured by a pledge of future agricultural production. <\/p>\n\n
The key feature is that the agrarian note exists in electronic form and is registered in the depository system. Information about it is reflected in a special Agrarian Notes Register, administered by the Central Securities Depository\u2014the National Depository of Ukraine. <\/p>\n\n
By type of obligation, agrarian notes are divided into commodity and financial. A commodity note provides for delivery of specified agricultural products, while a financial note provides for payment of funds by a set deadline. The amount of the financial obligation may be fixed or calculated according to a formula agreed upon by the parties. <\/p>\n\n
In other words, this is not simply a digital version of a contract, but a full-fledged financial instrument integrated into the depository accounting system.<\/p>\n\n
What Other Agricultural Market Participants Gain<\/strong><\/h2>\n\n
The potential of the agrarian note is not limited to the relationship between the farmer and the financing company. For a supplier of seeds, fertilizers, crop protection products, fuel, or equipment, it can be an additional instrument for securing deferred payment. For a financial institution, it is a standardized digital mechanism for documenting and accounting for obligations, collateral, transfer of rights, and transaction execution. For a trader or processor, it is an opportunity to link farm financing with future product delivery and better plan commodity flows. For an investor, it is potential access to structured instruments tied to real agricultural production. In this way, the agrarian note can become a common financial language for the farmer, supplier, creditor, trader, and processor. <\/p>\n\n
“For IFC, it is important that the agrarian note be used in real financial transactions. That is why it is especially valuable that Activitis and WEAGRO have undertaken to test in detail the entire agrarian note journey on a real case. This practical experience will help identify operational barriers, make the instrument simpler and more accessible for the market, and establish a standard approach that banks, financial companies, suppliers, and other creditors will be able to scale going forward. The more real transactions appear on the market, the greater the potential of agrarian notes to expand agricultural producers’ access to private financing,”<\/em> said Kyrylo Mukhomedzyanov, IFC. <\/p>\n\n<\/figure>\n\n
Reality Check<\/strong><\/h2>\n\n
In theory, the agrarian note looks promising. But between the law and money in the farmer’s account lies an entire route: verification of the land bank, farm assessment, agreement on terms, contracts, work with registers and the depository system. <\/p>\n\n
It is precisely this route that Activitis and WEAGRO are now exploring. The goal of the pilot is not simply to announce the use of a new instrument. It is important to find out how long the procedure takes, where difficulties arise, what costs the farmer bears, and what needs to change so that subsequent agrarian notes are processed faster and more clearly. Already today it can be said: the agrarian note creates a fundamentally new infrastructure opportunity for Ukrainian agricultural finance. It can combine future agricultural production, digital accounting, and capital within a single transparent mechanism. <\/p>\n\n
“Our task is to tell the market that the agrarian note exists. We want to go through the entire journey together with the farmer: see the difficulties, calculate the time and cost of the procedure, and understand how to turn a new financial instrument into an accessible service. Leadership in innovation begins not with an announcement, but with the first real case completed,”<\/em> said Bohdan Kruhlyk, AgriTech expert and pilot project manager.<\/p>\n\n
After completing the pilot, the team plans to share the results, identified barriers, and the actual path taken by the agricultural producer. The agrarian note is not a magic button that automatically gives the farmer money when pressed. However, it can become an important element of financial infrastructure for the agricultural sector\u2014one that combines production, future products, digital technologies, and capital. <\/p>\n\n
