Aceasta a oferit fermierilor oportunitatea de a-\u0219i exercita dreptul de proprietate, de a dezvolta strategii de investi\u021bii pe termen lung \u0219i de a-\u0219i planifica dezvoltarea fermelor \u00eentr-un orizont mai larg. Cu toate acestea, \u00een ciuda avantajelor evidente, noile condi\u021bii creeaz\u0103 \u0219i noi provoc\u0103ri &#8211; \u00een primul r\u00e2nd financiare. Cea mai dificil\u0103 \u00eentrebare cu care se confrunt\u0103 ast\u0103zi fermele este dac\u0103 este posibil \u0219i, mai important, dac\u0103 este fezabil s\u0103 finan\u021beze r\u0103scump\u0103rarea terenurilor din venitul opera\u021bional al produc\u021biei agricole.   <\/p>\n\n<p class=\"wp-block-paragraph\">Practica \u021b\u0103rilor din Europa Central\u0103 \u0219i de Est, care au parcurs anterior o cale similar\u0103 de transformare a pie\u021bei funciare, demonstreaz\u0103 o tendin\u021b\u0103 clar\u0103: dup\u0103 deschiderea pie\u021bei, valoarea terenurilor agricole cre\u0219te rapid \u0219i sistematic. Polonia, Lituania, Letonia, Rom\u00e2nia &#8211; \u00een fiecare dintre aceste \u021b\u0103ri, pre\u021bul pe hectar a crescut de 3-5 ori \u00een decurs de 8-12 ani. Din acest motiv, construirea unor modele economice realiste pentru Ucraina necesit\u0103 luarea \u00een considerare a acestei dinamici ca premis\u0103 de baz\u0103.  <\/p>\n\n<h2 class=\"wp-block-heading\"><strong>Condi\u021biile ini\u021biale ale model\u0103rii<\/strong><strong><\/strong><\/h2>\n\n<p class=\"wp-block-paragraph\">Pentru a evalua posibilitatea r\u0103scump\u0103r\u0103rii fondului funciar de c\u0103tre o ferm\u0103, s-a luat \u00een considerare un scenariu ipotetic, dar foarte tipic:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>suprafa\u021ba total\u0103 a fondului funciar &#8211; 1000 de hectare;<\/li>\n\n\n\n<li>r\u0103scump\u0103rare anual\u0103 &#8211; 100 de hectare pe parcursul a 10 ani;<\/li>\n\n\n\n<li>valoarea ini\u021bial\u0103 a terenului &#8211; 1500 de dolari pe hectar;<\/li>\n\n\n\n<li>valoarea final\u0103 &#8211; 7000 de dolari pe hectar;<\/li>\n\n\n\n<li>rata de arend\u0103 cre\u0219te de la 150 la 270 de dolari pe hectar;<\/li>\n\n\n\n<li>venitul opera\u021bional net \u00een primul an &#8211; 300 de dolari pe hectar.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">Ace\u0219ti parametri corespund previziunilor de dezvoltare a pie\u021bei \u0219i reflect\u0103 cu precizie ridicat\u0103 dinamica probabil\u0103 a valorii terenurilor \u00een Ucraina \u00een urm\u0103torul deceniu. Toate \u021b\u0103rile europene au trecut prin procese similare dup\u0103 deschiderea pie\u021bei: pia\u021ba devenea ini\u021bial accesibil\u0103, dar rapid dob\u00e2ndea caracteristici de deficit, iar terenul &#8211; caracteristici de activ cu statut \u0219i capital intensiv. <\/p>\n\n<h2 class=\"wp-block-heading\"><strong>Cre\u0219terea valorii terenului: cauze economice<\/strong><strong><\/strong><\/h2>\n\n<p class=\"wp-block-paragraph\">Cre\u0219terea activ\u0103 a valorii terenului nu este un fenomen unic pentru Ucraina. Este o reac\u021bie standard a pie\u021bei la combina\u021bia a trei factori cheie: <\/p>\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li>Ofert\u0103 limitat\u0103. Terenul nu poate fi m\u0103rit, spre deosebire de echipamente sau capacit\u0103\u021bi de produc\u021bie. <\/li>\n\n\n\n<li>Cerere stabil\u0103. Chiar \u0219i \u00een anii de criz\u0103, cererea de teren r\u0103m\u00e2ne stabil\u0103 sau cre\u0219te. <\/li>\n\n\n\n<li>Atractivitate investi\u021bional\u0103. Terenul este unul dintre cele mai sigure active cu o cre\u0219tere previzibil\u0103 a valorii pe termen lung. <\/li>\n<\/ol>\n\n<p class=\"wp-block-paragraph\">Ca rezultat, valoarea hectarului cre\u0219te mai rapid dec\u00e2t cre\u0219te rentabilitatea agrobusiness-ului opera\u021bional. Pe m\u0103sur\u0103 ce valoarea terenului cre\u0219te, rata de arend\u0103 se adapteaz\u0103 \u00een mod natural. \u00cen model, aceasta cre\u0219te de la 150 la 270 de dolari \u00een decurs de 10 ani. De\u0219i cre\u0219terea pare gradual\u0103, impactul s\u0103u asupra economiei fermei este semnificativ:   <\/p>\n\n<ul class=\"wp-block-list\">\n<li>profitul net pe hectarele arendate scade \u00een fiecare an;<\/li>\n\n\n\n<li>costurile totale cresc indiferent de randament sau conjunctura pie\u021bei;<\/li>\n\n\n\n<li>cre\u0219terea ponderii hectarelor proprii nu compenseaz\u0103 acest efect, deoarece costul r\u0103scump\u0103r\u0103rii cre\u0219te mult mai rapid.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">Astfel, fermierul ajunge \u00eentr-o situa\u021bie \u00een care chiar \u0219i cre\u0219terea propriet\u0103\u021bii funciare nu \u00eembun\u0103t\u0103\u021be\u0219te capacitatea sa de a finan\u021ba r\u0103scump\u0103rarea ulterioar\u0103.<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>Dinamica economic\u0103 a modelului<\/strong><strong><\/strong><\/h2>\n\n<p class=\"wp-block-paragraph\">Analiza arat\u0103 o imagine matematic\u0103 clar\u0103:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>\u00een primul an, fermierul ob\u021bine un excedent de aproximativ 165.000 de dolari;<\/li>\n\n\n\n<li>\u00een al doilea an, excedentul scade la 108.000 de dolari;<\/li>\n\n\n\n<li>\u00een al treilea an &#8211; la 54.000 de dolari;<\/li>\n\n\n\n<li>\u00een al patrulea an, balan\u021ba se apropie de zero.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">\u00cencep\u00e2nd cu al cincilea an, modelul trece \u00eentr-o pierdere stabil\u0103, care cre\u0219te \u00een fiecare an.<\/p>\n\n<p class=\"wp-block-paragraph\">\u00cen al zecelea an, deficitul de fonduri pentru r\u0103scump\u0103rare ajunge la peste 250.000 de dolari, iar decalajul total pe 10 ani dep\u0103\u0219e\u0219te 585.000 de dolari.<\/p>\n\n<p class=\"wp-block-paragraph\">Aceste rezultate demonstreaz\u0103: valoarea terenului se scumpe\u0219te mai rapid dec\u00e2t ferma poate genera profit opera\u021bional net.<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>Venit opera\u021bional: resursa este insuficient\u0103<\/strong><strong><\/strong><\/h2>\n\n<p class=\"wp-block-paragraph\">Venitul opera\u021bional net de 300 de dolari pe hectar ia \u00een considerare costurile tipice de produc\u021bie, dar nu include o serie de factori importan\u021bi cu care fermierul se confrunt\u0103 \u00een via\u021ba real\u0103:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>cheltuieli personale \u0219i sociale ale familiei,<\/li>\n\n\n\n<li>cheltuieli medicale,<\/li>\n\n\n\n<li>formarea rezervelor pentru recolt\u0103 slab\u0103 \u0219i for\u021b\u0103 major\u0103,<\/li>\n\n\n\n<li>cheltuieli gospod\u0103re\u0219ti neplanificate,<\/li>\n\n\n\n<li>impactul fluctua\u021biilor pre\u021burilor la combustibil, materiale \u0219i logistic\u0103.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">Dac\u0103 deja \u00een modelul cur\u0103\u021bat de aceste costuri reale apare un deficit de peste jum\u0103tate de milion de dolari, atunci \u00een condi\u021bii practice decalajul va fi \u0219i mai mare. Acesta este: <\/p>\n\n<ul class=\"wp-block-list\">\n<li>pu\u021bin lichid pe termen scurt,<\/li>\n\n\n\n<li>intensiv \u00een capital,<\/li>\n\n\n\n<li>sensibil la factori macroeconomici,<\/li>\n\n\n\n<li>are o cre\u0219tere previzibil\u0103 a valorii pe termen lung,<\/li>\n\n\n\n<li>nu afecteaz\u0103 direct procesul opera\u021bional zilnic.<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">Aceasta \u00eenseamn\u0103 c\u0103 r\u0103scump\u0103rarea terenului este un proiect de investi\u021bii care necesit\u0103 un buget separat, un model financiar \u0219i surse de finan\u021bare. Pe pia\u021b\u0103 se formeaz\u0103 dou\u0103 clase diferite de afaceri legate de teren: afaceri de investi\u021bii, concentrate pe valoarea de capital a activului \u0219i venitul din chirie, \u0219i afaceri agricole opera\u021bionale, care lucreaz\u0103 cu randamentul, eficien\u021ba opera\u021bional\u0103 \u0219i fluxul de numerar anual. Singurul lor punct de contact sunt rela\u021biile de chirie, dar natura economic\u0103 a acestor afaceri difer\u0103 semnificativ. Abordarea investi\u021bional\u0103 este orientat\u0103 spre un orizont lung \u0219i se m\u0103soar\u0103 prin cre\u0219terea valorii activului, \u00een timp ce cea opera\u021bional\u0103 necesit\u0103 decizii rapide, lichiditate \u0219i adaptabilitate la riscurile pie\u021bei. Combinarea acestor dou\u0103 logici \u00eentr-un singur subiect creeaz\u0103 conflicte sistemice de interese, cre\u0219te riscurile \u0219i contrazice efectiv natura economic\u0103 a afacerilor agricole. Acesta demonstreaz\u0103 nu doar lipsa resurselor, ci \u0219i un nivel ridicat de risc pentru ferm\u0103.
